Phase 5 – Moving from Strategic Direction to Implementation
Over the past year, CSUCI paused broad campus engagement on CI 2030+ in order to make thoughtful and responsible use of the extensive input already received through prior phases of the strategic planning process, institutional branding work, campus engagement sessions, and related planning efforts. This pause allowed the University to leverage the time, expertise, and contributions already provided by faculty, staff, students, administrators, and campus partners rather than asking the campus community to repeatedly revisit the same questions.
During this period, campus leaders worked to synthesize prior feedback, review institutional priorities, and align CI 2030+ with key systemwide and campus frameworks. This work included attention to CSU Forward, the CSU Student Success Framework, and CSUCI’s own Student Success Concept, ensuring that the strategic plan reflects both systemwide priorities and CSUCI’s local identity, commitments, and responsibilities.
Updated Strategic Plan Framework
As part of Phase 5, CSUCI refined the strategic plan framework from four goals to three. This revision helped reduce overlap, clarify institutional priorities, and better align the plan with CSU Forward, the CSU Student Success Framework, CSUCI’s Student Success Concept, and the University’s evolving brand and identity work.
The refined framework was reviewed with shared governance partners, and that consultation resulted in at least one substantive change to the final goals and objectives.
The three CI 2030+ strategic goals are:
Goal 1: Academic Excellence & Regional Impact: Advance high-quality academic and co-curricular learning, scholarship, creative activity, and partnerships that strengthen the region.
- Objective 1.1: Strengthen academic and co-curricular learning.
- Objective 1.2: Expand experiential, applied, and research-connected learning and strengthen faculty and staff scholarship and creative activity.
- Objective 1.3:Strengthen regional educational and workforce partnerships.
Goal 2: Student Success & the Whole Student Experience: Support every student from college access through completion, career readiness, and lifelong contribution.
- Objective 2.1: Strengthen access, affordability, enrollment, and onboarding.
- Objective 2.2: Build clear academic and career pathways across all programs.
- Objective 2.3: Improve student persistence and belonging.
Goal 3: Organizational Excellence & Institutional Stewardship: Strengthen Cal State Channel Islands’ people, finances, systems, and culture to ensure a vibrant and resilient future.
- Objective 3.1: Develop leadership capacity, shared accountability, and strengthen employee development and recognition.
- Objective 3.2: Strengthen financial stewardship, revenue diversification, and strategic resource alignment.
- Objective 3.3: Improve systems, processes, and operational effectiveness.
Alignment with Systemwide and Campus Frameworks
CI 2030+ is CSUCI’s campus strategic plan, but it is intentionally aligned with broader systemwide and campus priorities. This alignment demonstrates that CI 2030+ provides a campus-specific structure for advancing shared priorities across academic excellence, student success, regional impact, workforce climate, financial stewardship, and operational effectiveness.
This alignment includes:
- CSU Forward: CSUCI’s goals align with CSU Forward priorities related to economic mobility, sustainable affordability, employer of choice, statewide and regional impact, system strength, accountability, and innovation.
- CSU Student Success Framework: The plan reflects the Student Success Framework’s emphasis on affordability, personalized journeys, adaptive and responsive teaching and learning, experiential learning, streamlined student experience, academic and career pathways, and post-graduate success.
- CSUCI Student Success Concept: CI 2030+ also aligns with CSUCI’s own Student Success Concept, which frames student success as holistic and includes academic, personal, social, civic, and career development.
Looking Ahead
Phase 5 is the point at which CI 2030+ moves from strategic direction to implementation. The work ahead will require focus, coordination, and shared accountability. It will also require honest assessment of what is already underway, what is working, what is missing, and what may need to be prioritized, redesigned, paused, or discontinued.
The goal is to ensure that CI 2030+ becomes a practical and measurable plan for advancing CSUCI’s next chapter — one that aligns academic excellence, student success, regional impact, institutional stewardship, and the long-term vitality of the University.
